All state-owned oil marketing companies in Odisha have started revising fuel rates on a daily basis since 16 June 2017. Revising fuel rates on a daily basis is called the daily revision or dynamic fuel pricing. Dynamic fuel pricing offers significant benefits to consumers and oil marketing companies. Fuel pricing is done on the basis of the cost of crude oil and the currency conversion ratio under the dynamic fuel pricing system.Variations in crude oil rates and the exchange rate are reflected instantly in the retail selling price of petrol. Inventory management is not complicated under the new system.
There are three options through which the latest petrol price can be tracked. All oil marketing companies offer an SMS service. They have also designed unique mobile applications, which can be downloaded by customers to track the latest price. The mobile application designed by Hindustan Petroleum is called 'My HPCL'. The mobile application created by Indian Oil is called 'fuel@OIC'. The mobile application designed by Bharat Petroleum is called 'SmartDrive.' Customers can avail the benefit of these services.
Here is a breakdown of how the price of petrol in Odisha is determined:
Component | Description |
Dealer Commission | A commission is paid to the petrol pump dealers, which covers their operating costs and profit margin. |
State Government Taxes | The Odisha state government imposes a Value Added Tax (VAT) on petrol. VAT is a percentage of the price and varies from state to state, causing price differences across the country. |
Central Government Taxes | The central government levies an excise duty on petrol. This is a fixed amount per litre and does not change with the crude oil price. |
Refinery and OMC Costs | Oil Marketing Companies (OMCs) like Indian Oil, Bharat Petroleum, and Hindustan Petroleum refine the crude oil into petrol. The cost includes refining, freight, and marketing expenses. |
Crude Oil Cost | India imports over 80% of its crude oil. The price is influenced by global supply and demand, geopolitical events, and the exchange rate between the Indian Rupee and the US Dollar. |
The main factors that affect petrol prices in Odisha are mentioned below:
GST does not impact petrol prices in Odisha.
Difference Between Petrol and Diesel
The main differences between petrol and diesel are mentioned below:
Feature | Diesel | Petrol |
Composition | Heavier hydrocarbon chains (10-20 carbon atoms). | Lighter hydrocarbon chains (4-12 carbon atoms). |
Energy Density | Higher energy density (produces more energy per litre). | Lower energy density. |
Engine Type | Used in compression-ignition engines. Fuel is ignited by the high temperature of compressed air. | Used in spark-ignition engines. A spark plug ignites the air-fuel mixture. |
Fuel Efficiency | Higher fuel efficiency due to higher energy density and engine design. | Generally lower fuel efficiency. |
Cost | Often more expensive at the pump (excluding taxes). | Often cheaper at the pump (excluding taxes). |
Emissions | Higher emissions of nitrogen oxides and particulate matter. | Burns cleaner with lower particulate matter. |
GST does not impact petrol prices in Odisha. Petrol was priced at Rs.66.77 in October 2017. If GST is levied on petrol, the petrol price will fall down approximately to Rs.45.00 per litre at 28%. Whether or not to bring petrol under the regime of GST is left at the discretion of the central government. The imposition of GST on petrol at the current rate will bring down the petrol rate in Odisha. Eventually, the government stands to lose the major chunk of revenue source.
Petrol prices in India are revised daily based on the dynamic fuel pricing mechanism, which aligns the prices with international crude oil rates and currency exchange fluctuations.
Price differences between cities can be attributed to varying transportation costs and local taxes.
Oil Marketing Companies (OMCs) like IOCL, BPCL, and HPCL set the daily prices based on a 15-day rolling average of international crude oil prices and the rupee-dollar exchange rate.
Premium petrol has a higher octane number and may contain additives that can improve engine performance and efficiency.
The revenue from fuel taxes is used for various public welfare schemes and infrastructure development.
